LEGAL NOTICE ORDINANCE TO EXEEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK PURSUANT TO N.J.S.A. 40A:4-45.14 WHEREAS, the Local Government “CAP” Law, N.J.S.A. 40A:4-45.1 et seq., provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget to 2.5% unless authorized by ordinance to increase it to 3.5% over the previous year’s final appropriations, subject to certain exceptions; and WHEREAS, N.J.S.A. 40A:4-45.15a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 3.5% percentage rate as an exception its final appropriations in either of the next two succeeding years; and WHEREAS, the Mayor and Common Council of the City of Gloucester City in the County of Camden finds it advisable and necessary to increase its CY2024 budget up to 3.5% over the previous year’s final appropriations, in the interest of promoting the health, safety and welfare of the citizens; and WHEREAS, the Mayor and Common Council hereby determines that a 2.5% increase in the budget for said year, amounting to $498,551.89 in excess of the increase in final appropriations otherwise permitted by the Local Government “CAP” Law, is advisable and necessary; and WHEREAS, the Mayor and Common Council hereby determines that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years. NOW THEREFORE BE IT ORDAINED, by the Mayor and Common Council of the City of Gloucester City, in the County of Camden, a majority of the full authorized membership of this governing body affirmatively concurring, that, in the CY2024 budget year, the final appropriations of the City of Gloucester City shall, in accordance with this ordinance and N.J.S.A. 40A: 4-45.14, be increased by 3.5%, amounting to $690,412.55, and that the CY2024 municipal budget for the City of Gloucester City be approved and adopted in accordance with this ordinance; and BE IT FURTHER ORDAINED, that any amount authorized hereinabove that is not appropriated as part of the final budget shall be retained as an exception to the final appropriation in either of the next two succeeding years; and BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division of Local Government Services within 5 days of introduction; and BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the recorded vote included thereon, be filed with said Director within 5 days after such adoption. NOTICE OF PUBLIC HEARING PLANNING BOARD OF THE TOWNSHIP OF HILLSBOROUGH PLEASE TAKE NOTICE that on Thursday, June 6, 2024, at 7:00 p.m., the Planning Board of the Township of Hillsborough (“Board”) will hold a public hearing on the application (“Application”) of Toll Bros., Inc. (“Applicant”), at the Township of Hillsborough (“Township”) Municipal Complex Courtroom, 379 South Branch Road, Hillsborough, New Jersey 08844. The property, which is the subject of the Application is the Royce Brook Golf Club located at 201 Hamilton Road and is also known as Block 183, Lot 38.01 and Block 183.01, Lot 1 on the tax maps of the Township (“Property”). The Property totals approximately 435 acres and is located in the Royce Brook Planned Residential District (RBPRD). By resolution dated June 2, 2022, the Applicant was granted minor subdivision approval for the purpose of subdividing the existing Property into three (3) lots. On one of those 3 lots, the Applicant then received preliminary and final major subdivision to further subdivide a proposed 130.68 acre parcel for the purpose of developing a residential development that will consist of 174 single-family lots, six open space lots, stormwater management facilities, as well as interior roadways, walkways, underground utilities, landscaping and other supportive infrastructure (the “Residential Approval”). The remaining two lots from the minor subdivision, which comprised approximately 304 acres, did not propose any additional development and were retained within existing golf course uses. This present Application is for the purpose of extending the Residential Approval for an additional one (1) year pursuant to N.J.S.A. 40:55D-52d, which would extend the Approval date until June 2, 2025.
