NOTICE OF INTENT TO REMEDIATE Notice is hereby given that Frankford Community Development Corporation (the remediator/owner) has submitted a Notice of Intent to Remediate to the Pennsylvania Department of Environmental Protection, Southeast Regional Office for a site located at 5129-5135 Frankford Avenue, Philadelphia, PA (the Site). This NIR, which states that the site is a former commercial facility that has been found to be contaminated with metals, polycyclic aromatic hydrocarbons (PAHs), and tetrachloroethene. The owner has indicated that the proposed remediation measures will be excavation, pathway elimination, and the attainment of a Site-Specific Standard for metals and PAHs in soil, the attainment of a Site-Specific Standard or Statewide Health Standard for PAHs and metals in groundwater, and the attainment of a Background Standard or Site-Specific Standard for tetrachloroethene in in groundwater. The future use of the property will be a combination of commercial and residential uses. The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. The City of Philadelphia may submit a request to Frankford Community Development Corporation to develop and implement a public involvement plan involving the municipality in the development of the remediation and reuse plans for the site within this 30-day period.
